Property Code Enforcement

The Property Code Enforcement Division works to make our neighborhoods better and safer through proactive inspections, investigations of possible code violations, and outreach to help citizens find code compliance solutions. These inspections ensure that properties meet the minimum standards of the Virginia Maintenance Code and the Manassas Zoning Ordinance.

What Are Common Violations?

Trash and Yard Waste10

  • Trash must be bagged, placed in containers and set out the night before collection. Carts must be removed from the street after collection.


  • Graffiti is prohibited on all properties.

Inoperable Vehiclesinoperable vehicle

  • Vehicles with missing or expired license plates or inspection stickers, or with missing or broken parts required for operation (such as tires) are prohibited.
  • Inoperable vehicles may be stored in a garage or outdoors under a car cover (a maximum of one vehicle may be stored).

  • Parking a vehicle anywhere other than a driveway or paved surface is prohibited.

Vacant/Dilapidated Structuresvacant house

  • All exterior surfaces must be structurally sound and maintained in good condition.

Oversized Vehicles in Residential Neighborhoods1

  • Vehicles and construction equipment over 10,000 pounds, 21 feet long, and 102 inches wide are prohibited.

Right of Way Signs5

  • Right of Way signs are prohibited or require a permit.

Broken Windows and Fencesbroken windowbroken fence

  • Windows must be free of cracks and be weather tight.
  • Fences must be structurally maintained and in good repair.

Tall Grass (over 12 inches)tall grass

  • Grass and weeds over 12 inches are prohibited and must be cut. Tree limbs and yard waste must be removed.
